Increases the percentage of land conservation fund revenues that can be used for operation, maintenance, and management of acquired lands from 5% to 25% of annual fund revenues from the previous year.

Raises the maximum annual conveyance tax distribution to the land conservation fund from $6,800,000 to $8,800,000 (whichever is less than 10% of taxes collected).

Allows land conservation fund expenditures for costs necessary to protect, maintain, restore resources at risk, or provide greater public access and enjoyment of acquired lands.

Appropriates funds from the land conservation fund for resource land acquisition by the department of land and natural resources for fiscal year 2020-2021.

Takes effect on July 1, 2050.
