Amends Hawaii Revised Statutes Section 291C-72(d) to restructure crosswalk rules into two specific requirements when a vehicle is stopped at a marked or unmarked crosswalk to permit a pedestrian to cross.

Prohibits drivers of other vehicles approaching from the rear from overtaking and passing a stopped vehicle at a crosswalk.

Requires vehicles approaching the crosswalk from the opposite direction of the stopped vehicle to yield and not proceed until the pedestrian has crossed the roadway.

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the effective date.
