Requires the Hawaii Climate Change Mitigation and Adaptation Commission to address sea level rise impacts, identify critical public infrastructure in affected areas, create mitigation and adaptation plans, and provide policy recommendations to the legislature.

Directs the commission to bring best practices to state agencies, provide guidance and coordination structures, operationalize sea level rise exposure areas into county planning and permitting, and enhance state and county sea level rise adaptation plans.

Requires the commission to submit findings and recommendations to the legislature no later than twenty days before the 2022 regular legislative session.

Appropriates funds from general revenues for fiscal year 2020-2021 to support commission activities and to fund the climate change mitigation and adaptation coordinator position established by Act 32, Session Laws of Hawaii 2017.

Effective date of July 1, 2050.
