Increases the rental motor vehicle surcharge tax from $5 to $8 per day (or any portion of a day) in counties with a resident population between 125,000 and 195,000.

Requires lessors to disclose to the department which county the rental vehicle was operated in to properly allocate revenue.

Directs $3 of every $8 collected in qualifying counties into that county's subaccount within the state highway fund for capacity and congestion relief projects.

Prioritizes revenue collected in Maui County to be used first for the Honoapiilani highway realignment project before other projects.

Takes effect on July 1, 2050.
