Requires the Office of Planning to conduct a comprehensive study of Hawaii's natural resource management funding, plans, and programs related to achieving the Aloha+ Challenge natural resource management 2030 goals.

Study must identify current conservation plans, funding sources, the conservation funding gap, and examine existing tax and fee structures affecting both residents and visitors.

Office of Planning must analyze innovative financing mechanisms including green fees and other assessments for natural resource management and climate change mitigation, with recommendations on modifying existing funding structures.

Requires interim report to legislature by December 31, 2020, and final report with seven-year implementation plan by October 31, 2021, following stakeholder engagement with state agencies, business groups, and non-governmental organizations.

Appropriates funds for fiscal year 2020-2021 with requirement that Office of Planning obtain matching funds from private sector covering at least 50 percent of study costs; Act effective December 31, 2033.
