Amends Section 46-88 of Hawaii Revised Statutes to establish aggregate floor area limits for exempt agricultural buildings: 5,000 square feet for lots of two acres or less; 8,000 square feet for lots greater than two acres but no more than five acres; and 8,000 square feet plus two percent of acreage for lots greater than five acres.

Requires owners or occupiers to provide written notice to county agencies before construction begins, with county certification required within 30 calendar days, and final as-built notice within 30 days of completion or occupancy.

Mandates that all electrical and plumbing systems require appropriate county permits and licensed installer supervision, with inspection and approval before connection.

Grants county fire departments and building permitting agencies the right to enter property upon reasonable notice to investigate exempt agricultural buildings for compliance; allows agencies to seek district court warrants to compel entry if access is refused.

Takes effect upon approval.
