Expands eligibility for non-agricultural park leases to allow individuals, partnerships, corporations, and joint ventures seeking agricultural operations requiring more than $500,000 in construction and equipment costs, provided they meet specified qualifications.

Requires that at least 51 percent of operational decision-making authority be held by persons who are U.S. citizens resident in Hawaii for 3+ years or permanent resident aliens resident for 5+ years and meet defined "bona fide farmer" qualifications.

Establishes that eligible applicants must conduct operations using high, advanced, or innovative technology with substantial capital funding, and primarily produce food crops, import-replacement products, or operations deemed in the state's agricultural interests.

Requires the Board of Agriculture to submit annual reports detailing non-agricultural park lessees by parcel, including gross agricultural sales ranges, product types, sales volume and pricing, and accessory use information.

Takes effect July 1, 2050.
