S.B. 2713 Summary

• Establishes the Invasive Species Rapid Response Trust Fund within the state treasury to fund mitigation or eradication of newly detected invasive species threats in Hawaii.

• Authorizes the Hawaii Invasive Species Council to request the governor declare an invasive species emergency, after which the council may expend trust fund moneys without legislative approval and notwithstanding state procurement chapters.

• Defines "newly detected invasive species" to include species new to the state as well as species previously detected but newly found in another county or island.

• Requires the council to provide an accounting of all moneys expended from the trust fund in its annual report to the legislature.

• Appropriates funds from general revenues for fiscal year 2020-2021 to the invasive species rapid response trust fund; effective date July 1, 2050.
