Creates a new crime of sexual assault of an animal in Hawaii Revised Statutes Chapter 711, prohibiting knowingly subjecting an animal to sexual contact or possessing/selling animals with intent to subject them to sexual contact.

Establishes sexual assault of an animal as a class C felony, or a class B felony if the offense involves a minor or occurs in the presence of a minor.

Upon conviction, requires defendants to surrender animals, reimburse animal care costs, attend treatment programs, and be prohibited from owning animals or working with animals for at least five years.

Exempts veterinary medicine, artificial insemination for procreation, animal husbandry, conformation judging, and customary animal care from the prohibition.

Amends section 706-606.4 to include sexual assault of an animal as an offense that triggers enhanced penalties when committed in the presence of a minor.
