Prohibits any person from using lead-based paint on outdoor structures (both new and existing) after December 31, 2021.

Applies to outdoor structures such as bridges, water towers, playground equipment, highways, parking lots, utility towers, and poles.

Cites findings that lead exposure causes neurological damage, behavioral and learning disabilities in children, kidney damage, and miscarriages, with no safe exposure level.

Notes that Delaware is currently the only state with restrictions on lead-based paints for outdoor structures.

Takes effect on July 1, 2050 (note: prohibition deadline is December 31, 2021, but statute becomes effective in 2050).
