Changes the Department of Health's requirement from "evaluating" the handling fee at least once per year to "adjusting" it annually and publishing notice within thirty days.

Establishes a floor for handling fee adjustments: the fee in any calendar year cannot be less than the prior year's fee adjusted by the percentage change in the Consumer Price Index for All Urban Consumers in the Honolulu area.

Removes language conditioning fee changes on whether the department actually changes the amount, making annual adjustments mandatory rather than discretionary.

Applies to the deposit beverage container program and ties future fee increases to the Consumer Price Index published by the Bureau of Labor Statistics.
