Creates new offense of theft of catalytic converter as a Class C felony, covering persons who obtain catalytic converters through theft or violate scrap dealer regulations regarding catalyst metals.

Defines "catalytic converter" as a device incorporated in a motor vehicle's exhaust system containing a catalyst (including palladium, platinum, and rhodium) that converts pollutant emissions into less harmful emissions.

Requires scrap dealers to obtain a detailed receipt from sellers of palladium, platinum, rhodium, and scrap catalytic converters with removed catalyst metals, including item description, issuer, sale date, and original price.

Mandates scrap dealers refuse purchases lacking proper documentation and report attempted sales to police; requires photographs of purchased items and photocopies or photographs of seller identification.

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the Act's effective date.
