Amends Hawaii Revised Statutes Section 571-52(e) to include tips or gratuities paid directly to an individual by a customer and reported or declared to the employer in the definition of "income" for child support income withholding purposes, to the extent permitted under federal law.

Amends Section 571-52.2(n) to include the same tips or gratuities definition in income withholding for child support under the uniform interstate family support act provisions.

Amends Section 576E-16(f) to include tips or gratuities in the definition of "income" for spousal support income withholding purposes, to the extent permitted under federal law.

Becomes effective upon approval and does not affect rights, duties, penalties, or proceedings that matured or began before the effective date.
