Amends Section 342L-62 of Hawaii Revised Statutes to require the fuel tank advisory committee to meet biannually within the same calendar year, with meetings at least six months apart.

Committee continues to study issues related to leaks at field-constructed underground fuel storage tanks at Red Hill Bulk Fuel Storage Facility, Kuahua Peninsula, Pacific Missile Range Facility Barking Sands, Hickam Pol Annex, and Schofield Barracks Military Reservation.

Committee considers short- and long-term health, drinking water, and environmental effects of fuel tank leaks; response strategies to mitigate leaks; and improved communication between the U.S. Navy, Air Force, Army, State, water supply boards, and the public.

Committee reviews groundwater test results near fuel tank facilities with emphasis on the Red Hill Bulk Fuel Storage Facility and examines implications of shutting down fuel tank facilities.

Takes effect upon approval.
