Establishes the environmental council special fund in the state treasury to receive legislative appropriations, revenues from the environmental response, energy, and food security tax, gifts and donations, and interest earnings.

Dedicates 0.00525 cents per barrel of petroleum products and 0.005 percent of fossil fuel taxes (measured per one million British thermal units) to the environmental council special fund.

Appropriates funds from the environmental response revolving fund to the environmental council special fund for fiscal year 2020-2021.

Appropriates funds from the environmental council special fund to the Department of Health for fiscal year 2020-2021 to support functions described in section 341-6.

Takes effect on July 1, 2050.
