Exempts disabled veterans with a 100% service-connected disability rating from all annual vehicle registration fees under Hawaii law.

Provides a 50% reduction in annual vehicle registration fees for disabled veterans with a service-connected disability rating of 50% or greater but less than 100%.

Restricts both the exemption and reduced fee to Hawaii residents who have been honorably or generally discharged from the U.S. armed forces and limits benefits to one vehicle per disabled veteran (excluding commercial vehicles).

Requires the director of the office of veterans' services to report to the legislature and department of taxation no later than 20 days before each regular session on the number of disabled veterans utilizing the exemption or reduced fee.

Takes effect July 1, 2050.
