Requires the Office of Planning to prepare a comprehensive renewable energy siting plan in consultation with the Office of Energy, Land Use Commission, county planning departments, electric utilities, and the public.

Plan must include an inventory of suitable land for each renewable energy technology on each island, estimated land requirements for various renewable energy amounts, and multiple scenarios to meet clean energy initiative benchmarks.

Office of Planning must submit a report on the utility-scale renewable energy siting plan to the legislature no later than twenty days prior to the 2022 regular session.

Defines "renewable energy" according to section 269-91, Hawaii Revised Statutes.

Takes effect upon approval.
