Establishes statewide regulation of transportation network companies (TNCs) under a new chapter in Hawaii Revised Statutes, requiring companies to obtain permits from the director of transportation.

Requires TNCs to disclose fares or fare calculation methods to riders before rides begin, with option to provide estimated fare if disclosure not made upfront.

Mandates TNCs conduct national and local criminal background checks annually on drivers and prohibits individuals with felonies in past 7 years, more than three moving violations in 3 years, sex offender registry status, or age under 19 from driving.

Requires driver identification display (photo and license plate) during rides, electronic receipts with trip origin, destination, time, distance, and fare, and maintenance of a service of process agent in the State.

Classifies TNC drivers as independent contractors if companies do not control work hours, restrict use of competitors, or limit other employment, and prohibits discrimination by TNCs on basis of destination, race, color, national origin, religion, sex, disability, age, sexual orientation, or gender identity.
