Appropriates funds from general revenues for fiscal year 2020-2021 to the Hawaii Health Systems Corporation for equipment and construction of a second full-time cardiac catheterization laboratory at Hilo Medical Center in the East Hawaii region.

Findings note the existing interventional cardiac program began January 1, 2019, providing 24/7 cardiac catheterization services since July 1, 2019, with a mortality rate of 0.0075 exceeding American College of Cardiology standards.

Existing program has treated over 40 acute heart attacks and 181 elective patients with stents in the past year, while avoiding at least 40 air intensive care unit transports to Oahu, generating estimated $1,700,000 in healthcare system savings.

Cardiac catheterization laboratory has earned $4,100,000 in revenue during five months of full operation, demonstrating the program is self-supporting and sustainable with potential for future profitability.

Takes effect July 1, 2050.
