Expands the $5 transaction fee established by Act 120 (2009) to apply to all services rendered by the bureau of conveyances pursuant to chapters 501 and 502 of Hawaii Revised Statutes, not just recording services.

Broadens the authorized uses of collected transaction fees to include software purchases, project management and implementation, staffing, workflow improvements, and services related to management, archiving, preservation, and accessibility of records at the bureau of conveyances and office of the assistant registrar of the land court.

Clarifies that collected transaction fees shall not lapse to the state general fund and remain in the bureau of conveyances special fund.

Repeals the transaction fee on whichever occurs first: the effective date of administrative rules adopted by the Department of Land and Natural Resources establishing a transaction fee, or July 1, 2023.

Takes effect on July 1, 2051.
