Amends Hawaii Revised Statutes Section 103D-1002 to exempt public works construction solicitations from the Hawaii products preference requirement.

Modifies the exemption language in subsection (i) to specify that the Hawaii products preference does not apply when the solicitation is for public works construction, in addition to the existing exemption when federal funds would be disqualified.

Requires the Department of Accounting and General Services to notify all construction product vendors registered on the Hawaii Products List of any amendments to Section 103D-1002, including effective dates and repeal dates.

Takes effect on January 1, 2050.
