Adds Department of the Attorney General law enforcement vehicles to the list of authorized vehicles permitted to display blue and red lamps, reflectors, or illumination devices, subject to approval by the attorney general.

Amends the definition of "authorized emergency vehicle" in Hawaii Revised Statutes to include Department of the Attorney General law enforcement vehicles alongside existing law enforcement and emergency service vehicles.

Designates Department of the Attorney General law enforcement vehicles as "emergency vehicles" for purposes of traffic and vehicle operation laws.

Changes take effect upon approval and do not affect rights, duties, penalties, or proceedings that occurred before the effective date.
