• Appropriates emergency funds for collective bargaining cost items negotiated with Unit (2) bargaining representatives for fiscal biennium 2019-2021, totaling $891,352 (general funds) and $223,391 (special funds) for FY 2019-2020, and $1,530,434 (general funds) and $429,479 (special funds) for FY 2020-2021.

• Provides additional appropriations to the Hawaii Judiciary for $2,000 in FY 2019-2020 and $3,418 in FY 2020-2021 for Unit (2) collective bargaining costs.

• Authorizes funding for excluded state officers and employees in the same compensation plans as Unit (2) bargaining members, totaling $593 (general funds) and $2,593 (special funds) for FY 2019-2020, and $1,057 and $4,396 respectively for FY 2020-2021.

• Appropriates $40,561 for FY 2019-2020 and $80,956 for FY 2020-2021 in special funds to Hawaii Health Systems Corporation for Unit (2) collective bargaining costs.

• Requires unencumbered funds to lapse by June 30, 2021, and provides that compensation paid from federal or special funds shall be charged proportionately to those respective funding sources.
