Appropriates emergency funding for collective bargaining cost items negotiated with bargaining unit (3) for fiscal biennium 2019-2021, including salary adjustments and cost adjustments.

Part I appropriates $30.1 million for FY 2019-2020 and $28.2 million for FY 2020-2021 statewide, with $13.2 million and $10.1 million respectively allocated to Department of Education.

Part II appropriates $2.7 million for FY 2019-2020 and $2.1 million for FY 2020-2021 to the judiciary administration for bargaining unit (3) employees.

Parts III-IV appropriate additional funding for salary increases for excluded state officers and employees in the same compensation plans as bargaining unit (3), distributed across statewide departments and the judiciary.

Parts V-VI appropriate funding for Hawaii Health Systems Corporation employees and excluded officers in bargaining unit (3), with $1.3 million for FY 2019-2020 and $1.2 million for FY 2020-2021.
