• Appropriates funds for collective bargaining cost items negotiated with the exclusive bargaining representative of collective bargaining unit (7) for fiscal biennium 2019-2021, with all funding amounts listed as -0-.

• Appropriates funds for salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (7) members, with all funding amounts listed as -0-.

• Directs the director of finance to allot appropriated or authorized funds to appropriate state departments for expenditure in their respective fiscal years.

• Allows compensation paid from federal, special, or other funds to be paid wholly or proportionately from those respective funds.

• Any unexpended or unencumbered funds shall lapse as of June 30, 2021; effective date July 1, 2050.
