Appropriates emergency funds for collective bargaining unit (8) cost items for fiscal biennium 2019-2021, including $3,570,204 in general funds and $314,084 in special funds for FY 2019-2020, plus $8,073,449 in general funds and $635,726 in special funds for FY 2020-2021.

Provides additional appropriations for excluded state officers and employees in the same compensation plans as unit (8) members, allocating $233,818 in general funds and $17,711 in special funds for FY 2019-2020, plus $551,210 in general funds and $33,930 in special funds for FY 2020-2021.

Requires the director of finance to allot appropriated funds to respective state departments for expenditure in their applicable fiscal years.

Stipulates that salary increases and cost adjustments funded by federal, special, or other funds shall be paid proportionately from those respective funding sources.

Any unexpended or unencumbered funds lapse as of June 30, 2021, and the Act takes effect upon approval.
