Appropriates emergency funds for fiscal biennium 2019-2021 to cover collective bargaining cost items negotiated with Unit (9) employees and their excluded counterparts across multiple state departments.

Part I appropriates $3,746,536 (FY 2019-2020) and $5,372,911 (FY 2020-2021) in general funds plus additional special, federal, and revolving funds totaling $208,602 (FY 2019-2020) and $298,315 (FY 2020-2021).

Part II appropriates $16,738 (FY 2019-2020) and $23,397 (FY 2020-2021) in general funds to the judiciary for collective bargaining cost items.

Parts III and IV appropriate $39,601 (FY 2019-2020) and $54,080 (FY 2020-2021) for non-bargaining state officers and employees in comparable compensation plans.

Part V appropriates $4,741,994 (FY 2019-2020) and $6,501,131 (FY 2020-2021) in special funds to the Hawaii Health Systems Corporation, with Part VI appropriating an additional $100,239 (FY 2019-2020) and $127,488 (FY 2020-2021) for excluded employees.
