• Appropriates funds for salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (14) members for fiscal years 2019-2021, with all appropriation amounts listed as -0-.

• Requires the director of finance to allot appropriated funds to appropriate state departments for expenditure in their respective fiscal years.

• Provides that salary increases and cost adjustments funded from federal, special, or other funds shall be paid proportionately from the respective funds.

• Any unexpended or unencumbered funds shall lapse as of June 30, 2021, and the act becomes effective July 1, 2050.
