Amends the definition of "base pay" in Hawaii Revised Statutes Section 88-21 to clarify that normal periodic payments must be documented in the employee's personnel action report and removes reference to recurring differentials.

Modifies Section 88-21.5 to add "as set forth in the employee's personnel action report" requirement for normal periodic payments of money for service in both pre-July 1, 2012 and post-June 30, 2012 member compensation definitions.

For members who became members after June 30, 2012, limits compensable items to normal periodic payments, shortage differentials, elective salary reduction contributions, and twelve-month differentials for Department of Education employees, while excluding overtime, bonuses, and most other supplementary payments.

Establishes that bonuses and lump sum supplements exceeding one-twelfth of monthly compensation must be spread over at least twelve months or a period agreed upon by employer and employee.

Takes effect July 1, 2050.
