Amends Hawaii Revised Statutes sections 88-79 and 88-336 to clarify eligibility requirements for Employees' Retirement System (ERS) service-connected disability and accidental death benefits.

Requires accidents to occur "at a definite and exact time and place" while in actual performance of duty, replacing the previous language "at some definite time and place."

Establishes that ERS service-connected disability provisions should not be construed with the same liberal interpretation applied to workers' compensation claims.

Maintains four conditions for service-connected disability benefits: employer accident report filing, application within two years, agency head certification, and medical board certification of permanent incapacity.

Takes effect July 1, 2051.
