Transfers rulemaking authority for sanitary rules in massage therapy establishments from the Department of Health to the Board of Massage Therapy.

Repeals the petty misdemeanor classification for practicing massage or maintaining a massage therapy establishment without a license, consolidating enforcement under existing misdemeanor statutes.

Increases fines for violations of massage therapy laws from $100-$1,000 to $250-$2,000 per violation.

Does not affect rights, duties, penalties, or proceedings that occurred before the Act's effective date.
