Amends Section 92-28, Hawaii Revised Statutes, to apply fee adjustment authority to all fees collected by the Department of Commerce and Consumer Affairs.

Allows governmental agencies to increase or decrease fees by up to 50 percent of the statutorily assessed fee, subject to governor approval, to maintain reasonable relation between revenues and cost of services.

Adds language specifying that "all fees collected by the department of commerce and consumer affairs" and any board or entity created pursuant to title 25 and assigned to that department are subject to fee adjustment authority.

Removes specific chapter references (269, 271, 373, 412, 414, and others) from the list of chapters where fee adjustment authority applies.

Takes effect on July 1, 2050.
