Amends Section 127A-18 of Hawaii Revised Statutes to authorize the Governor to authorize designated state employees, agents, contractors, or representatives to enter private property to mitigate hazardous situations including dangerous trees, unstable rock/soil, and stream/waterway cleaning.

Requires at least 10 days' written notice to landowners and occupiers before entry, with notice delivered by certified mail or newspaper publication if ownership cannot be determined.

Allows landowners or occupiers a reasonable opportunity to mitigate hazards themselves before state personnel may enter the property.

Establishes the hazard mitigation special fund to receive revenues from cost recovery/reimbursement and legislative appropriations, with funds used for personnel, operating, and administrative costs.

Appropriates unspecified amounts from general revenues to the hazard mitigation special fund and from the fund itself for hazard mitigation operations in fiscal year 2020-2021, to be expended by the Hawaii Emergency Management Agency; effective July 1, 2050.
