Establishes the office of youth services revolving fund to receive moneys from the sale of goods and services by commercial enterprise vocational programs and legislative appropriations.

Requires commercial enterprise vocational program administrators to set prices at or near prevailing market rates and ensure quality comparable to private sector goods and services.

Authorizes commercial enterprise vocational programs to market goods and services to both public and private sectors.

Defines "commercial enterprise vocational program" as a vocational program where participants engage in commercial enterprises including the sale of goods and services to promote self-sustainability in young adults.

Adds commercial enterprise vocational programs as a required service provided by the office of youth services, limited to young adults ages 18-24.

Effective July 1, 2050.
