Increases marriage license fee from $60 to $100 per license, with non-civil service agents retaining $15 (increased from $9) and remitting $85 (increased from $51) to the director of health.

Allocates increased fee revenue as follows: $35 to general fund (from $32), $5 each to spouse and child abuse special fund and account (from $4.50 each), $20 to birth defects special fund (from $10), and $20 to newly created vital statistics improvement special fund.

For civil service agents, increases total collected from $60 to $100, with deposits of $44 to general fund (from $41), $5 each to abuse funds (from $4.50 each), $20 to birth defects fund (from $10), and $26 to vital statistics improvement fund.

Amends section 338-14.6 to include marriage license fees from section 572-5 in the vital statistics improvement special fund.

Effective date is July 1, 2050.
