Amends Hawaii Revised Statutes Chapter 321, Part IX to modernize the hearing and vision program for children administered by the Department of Health.

Establishes requirement for the Department of Health to set recommended standards for evidence-based hearing and vision screening protocols, including screening ages, tools, instruments, and referral criteria based on national guidelines and best practices.

Requires the Department of Health to develop standards for training, certification, and qualifications of personnel who conduct hearing and vision screenings, except licensed health care professionals acting within their scope of practice.

Mandates data collection and reporting standards on hearing and vision screening, referrals, and follow-up for quality improvement purposes.

Takes effect on July 1, 2050.
