• Allocates $5,000,000 annually from transient accommodations tax revenues to the state parks special fund for lifeguard services at state beach parks, including salary and equipment costs.

• Amends Hawaii Revised Statutes section 184-3.4 to establish that transient accommodations tax revenues in the state parks special fund shall be expended specifically for lifeguard services at state beach parks.

• Amends Hawaii Revised Statutes section 237D-6.5 to create a new allocation category (subsection 6) directing $5,000,000 of transient accommodations tax revenues to the state parks special fund for lifeguard operations.

• Appropriates funds from the state parks special fund for fiscal year 2020-2021 for lifeguard services at state beach parks to enhance public safety in areas frequented by visitors.

• Takes effect on July 1, 2020.
