Amends Hawaii Revised Statutes Section 329-104(c) to expand entities with access to the Electronic Prescription Accountability System to include advanced practice registered nurses (chapter 457), Department of Veterans Affairs health care providers and their delegates, and Department of Human Services med-QUEST division authorized employees.

Removes the restriction limiting pharmacist access to prescription information only for violations or possible violations of the controlled substances chapter, allowing broader access to customer prescription data.

Adds two new categories of authorized disclosure: licensed health care providers employed by the United States Department of Veterans Affairs and their delegates; and authorized employees of the Department of Human Services med-QUEST division.

Maintains existing security requirements that all information disclosed to registrants, pharmacists, or authorized government agencies must be transmitted by secure means determined by the designated agency.

Effective date: July 1, 2050.
