Authorizes payments for airport charges using debit cards and online electronic payment systems in addition to credit cards, subject to prior department arrangements and comptroller approval.

Maintains the $500 maximum charge limit per transaction for payments made by credit card, debit card, or online electronic payment system.

Prohibits use of these payment methods for payments made under protest pursuant to section 40-35.

Allows airports to impose processing fees or charges on users that do not exceed the amount of fees the airport incurs from the payment processor; alternatively, airports may require the purchaser to pay fees directly to the processor.

Effective date: July 1, 2050.
