Appropriates funds to the Department of Land and Natural Resources for aquatic biosecurity staffing and operations to prevent introduction and spread of alien aquatic organisms through vessel ballast water and hull biofouling pathways.

Authorizes positions including one biologist V to oversee operations, one program specialist IV for regulations and policy, one general professional IV for database management, two biologist IVs for inspections and compliance, one conservation enforcement officer IV, and four biologist IIIs for field inspections and outreach.

Appropriates additional funds for operational expenditures including specialized laboratory work, field and laboratory equipment and supplies, and travel costs for the ecosystem protection and restoration program.

Addresses the federal Vessel Incidental Discharge Act of 2018, which preempts state regulations for certain vessel discharges effective December 2022 and requires states to co-enforce federal standards while regulating vessel types remaining under state authority.

Effective date July 1, 2050.
