Amends Hawaii Revised Statutes Section 346-381.5 to authorize the governor's coordinator on homelessness to develop regional plans in coordination with the Hawaii interagency council on homelessness

Requires plans for the city and county of Honolulu and the counties of Hawaii, Kauai, and Maui to coordinate services and shelter facilities between public agencies and nonprofit organizations

Mandates each county plan identify specific regions within the county and establish specific goals and objectives for each region

Requires county coordinators to consider the concerns of communities impacted by homelessness and the needs of the homeless population in each region

Takes effect upon approval
