Establishes a short-term rental assistance revolving fund to be administered by the Hawaii Public Housing Authority for providing rental assistance to eligible individuals and families.

Provides up to 24 months of rental assistance during any three-year period to individuals or families with income not exceeding 50% of the area median income.

Requires rental assistance agreements between the authority and property owners that establish payment terms, require owners to notify the authority of eviction notices or complaints, and contain the same payment due dates and late payment provisions as the tenant's lease.

Allows program participants receiving tenant-based assistance to select and move between housing units while maintaining eligibility, and permits the authority to reserve units before tenants are identified.

Appropriates unspecified amounts from general revenues to the short-term rental assistance revolving fund for fiscal year 2020-2021, with effective date of July 1, 2050.
