Appropriates funds from general revenues to the Hawaii Public Housing Authority for the state rent supplement program under Hawaii Revised Statutes section 356D-151 for fiscal year 2020-2021.

Establishes that the state rent supplement program provides "shallow" but sustained subsidies to help homeless families and individuals close affordable housing gaps and achieve self-sufficiency.

Addresses Hawaii's highest-in-the-nation homelessness rate (approximately 6,530 people living on streets and in shelters) by enabling targeted interventions for households at imminent risk of homelessness.

Specifies that the appropriated funds shall be expended by the Hawaii Public Housing Authority for purposes of supporting the rent supplement program.

Effective date: July 1, 2050.
