S.B. 2955 Summary

• Expands coffee labeling requirements to include Hawaii-grown green coffee, cherry coffee, and parchment coffee, in addition to roasted and instant coffee.

• Requires coffee blend labels to disclose the geographic and regional origins of all blended coffees with their respective percentages by weight, with option to use "Foreign-Grown Coffee" for non-Hawaiian sources.

• Implements phased minimum percentage requirements for geographic origin claims: 20% July 1, 2020 through June 30, 2021; 30% July 1, 2021 through June 30, 2022; and 51% on or after July 1, 2022.

• Prohibits use of "All Hawaiian" designation unless the product is produced entirely from green coffee beans grown and processed in Hawaii.

• Appropriates unspecified general revenues to the Department of Agriculture for administering the coffee labeling program and takes effect July 1, 2150.
