Authorizes the Director of Finance to issue general obligation bonds for capital improvement projects at the State Archives in Oahu for fiscal year 2020-2021.

Funds shall be used to develop a master plan for state archives expansion, including new collections processing and storage, administrative, public research, exhibition, and community engagement spaces.

Appropriated funds shall be expended by the Department of Accounting and General Services and shall not lapse at the end of the fiscal biennium, except that unencumbered moneys as of June 30, 2022 shall lapse on that date.

Addresses needs for dedicated exhibition space, expanded storage capacity to accept historical donations, and facility improvements to the Kanaina Building and Kekauluohi Building within the Hawaii capital historic district.

Takes effect on July 1, 2020.
