Appropriates general revenue funds for fiscal year 2020-2021 to the Department of Health for the health care provider loan repayment program administered through the John A. Burns School of Medicine at the University of Hawaii at Manoa.

Provides loan repayment assistance to physicians, physician assistants, psychologists, nurse practitioners, social workers, marriage and family therapists, and registered nurses who commit to working in underserved geographic areas of Hawaii.

Requires all appropriated funds to be matched on a dollar-for-dollar basis by private or other public sources before release.

Addresses critical shortages of primary and behavioral health care professionals in medically underserved areas of Hawaii by reducing barriers to practice in rural and remote communities.

Effective date set for July 1, 3000 (note: bill contains apparent drafting error in effective date).
