Amends Hawaii Revised Statutes Section 707-700 to add telecommunications dispatchers to the definition of "emergency worker" under the Penal Code.

Defines telecommunications dispatchers as call-takers, police, fire, or emergency medical dispatchers, or combinations thereof, who operate 9-1-1 automated terminals and use lifesaving procedures to obtain critical information from callers.

Includes in the definition dispatchers who analyze caller information using specialized mapping systems to send appropriate emergency units and communicate best courses of action to callers prior to first responder arrival.

Takes effect upon approval.
