• Requires commissioners in partition actions to file reports with the court and fully inform all interested parties of any applications to be submitted to departments, state agencies, or counties, including water meter permit applications, before submitting them.

• Mandates that commissioners provide interested parties the opportunity to object and be heard at a hearing prior to submitting any applications for partition or division of real property.

• Requires commissioners' reports to attest that they made a good faith effort to consult with every person claiming an interest in the property, or explain why consultation was not made.

• Requires court approval of commissioners' reports and proposed language of any deeds of partition or sale before commissioners execute such deeds.

• Takes effect upon approval.
