Extends the deadline for the Hawaii Department of Agriculture to submit a strategic plan on doubling food production and increasing food exports by 2030 from the 2020 legislative session to the 2021 legislative session.

Allows appropriated funds of $100,000 from the agricultural development and food security special fund to remain available beyond fiscal year 2019-2020, with a new lapse date of June 30, 2021.

Amends Act 151, Session Laws of Hawaii 2019, to provide additional time for developing strategies, benchmarks, and metrics to achieve food production and export goals.
