SB3061 Summary

• Amends the nomination process for representatives on the Hawaii Community Development Authority (HCDA) board for the three community development districts (Heeia, Kalaeloa, and Kakaako) by removing county council nomination authority and vesting it with the state Senate President and House Speaker.

• Specifies that for each community development district, the Governor shall appoint one member from Senate nominees, one from House nominees, and one without regard to legislative nominations, provided all meet eligibility requirements.

• Establishes that the HCDA shall not have jurisdiction over lands under the Stadium Authority's jurisdiction unless authorized by the Stadium Authority.

• Repeals part IX of Chapter 206E (provisions relating to the stadium development district).

• Amends Act 268, SLH 2019, to transfer responsibility for stadium development appropriations and revenue bond authority from HCDA to the Stadium Authority.

• Takes effect July 1, 2050, with current district representatives continuing to serve until their terms expire.
